Morocco: carbon tax is coming

The Ministry of Economy and Finance, in collaboration with the Ministry of Energy Transition and Sustainable Development and the General Treasury of the Kingdom (TGR), plans to implement several major reforms set out in the 2025 Finance Bill (PLF).

One of these reforms is the establishment of a system for marking petroleum products with the Ministry of Energy Transition and Sustainable Development, specifies the three-year budget execution and macroeconomic framework report accompanying the draft finance law (PLF) published on the website of the Ministry of Economy and Finance. This reform aims to address the tax issues related to hydrocarbons and prevent fraud in this sector. The launch of the carbon tax with a view to adapting taxation and customs regulations to climate issues, by introducing green taxation, is also recorded in the 2025 PLF.
